When and where do we turn in our books?

I was wondering if anyone knew a way of raising lockpicking to 100 or even to 120?
The only gains I get now are from cleverly drawn tmaps but I get them few, far and in between meanwhile I have an entire chest full of deviously that i cannot open. Dungeon chest give me no gains. Any advice would be ...

From the goblin king I obtain an Ice Scythe with 100% cold dam age and that was it. Not sure if this was suppose to be an artifact or not bit that was the best piece he dropped for me
