I have this issues also.
I posted it in the bug report section of the development http://www.uoex.net/forum/viewtopic.php?f=2&t=8724 on the 21st Oct. Its had 51 people look at it but no one has been able to offer me any help on it as of yet.

I hope you can find an answer and that it may be helpful ...

First off I have looked and cant seem to find an answer to the trouble I am having so if there is one could you point me to it and sorry for this post. If not .... :)

I have played here now for around 155 days and haven't been able to use Portal chat. I also play with my partner and two kids ...

I am hoping that with the death it caused me to have with the lag just before the server went down my body won't decay also.
