Having issues getting Runic Blacksmithing / Fletching Tools

I understand that they require the completion of BODS, however I never seem to get them as a reward.
Are there specific BODS that I need to look out for to get Runic Tools? If so, which ones are they?

Trying to decide which plat double axe to keep.

I know that these are not endgame axes but I've made them myself and think it would be cool to level one to 100. Does anyone have any input as to which of the 2 I should stick with?

I'm just a standard 220 dex build trying to whirlwind some enemies to death for their precious gold.
