Will a piece of jewelry with +10 in taming skill put you over the skill cap if you haven't used a scroll? For instance if I have 100 animal taming and use a ring with +10 on it will I have a 110 in animal taming skill as long as i am wearing the ring? Also, if I have 120 in animal taming having used the power scrolls and then put on the +10 ring will I then have 130 in animal taming?

Most skill enhancing items will not raise you past your cap. There are a few that do, but they will say "Bonus" before the skill - for example, the item "Captain Blackheart's Fishing Pole" says "Bonus Fishing: +5", where a pair of earrings might say "Taming +10". The items that will raise you past your cap are usually artifacts or special rewards, not random loot or crafted.
