Go to the room with the Executioner and there is a chest guarded by a litch. To get into the room with the Litch, you need a key that drops from the Key Master in that area. The elixiers are random and they spawn about every 20 minutes or so.

elixirs for all skills from the citidel, so you have about a 1 in 40 chance of getting a chiv elixir
