hiding blocked at 100 skill level

as said above my hiding skill is blocked at 100
i did take the 120 scroll
but no gains at all

Why did you post this as a bug? It's not a bug.
With 100 hiding you have a 100% to hide so you cannot gain over 100.
Do a forum search and you will find some topics about it.

Some skills you need other methods to raise it beyond 100. With hiding you can either take a) +20 points worth skill elixirs (they range form 0.8-1.2 points each) and can be obtained from players or Citadel, or b) purchase a +20 skill ball from the ED room in Trinsic.
Note: when using skills balls you must have the ability to go to your max i.e. you need to have consumed a 120 hiding PS to go from 100 to 120. In your case your fine. Had you consumed say a 115 hiding PS and used a +20 skill ball at 100, your skill would have only gone up to 115 (which is your max for the time being).
