Problem with Ring of the Elements

Good day, I have a problem - my RoE do not give me a proper resists, in fact, it gives only 2% of cold resist. What seems to be the problem?
P.S. Sorry about my bad English.
P.P.S. Erm, suddenly found, that any other clothes gives me no resist at all. I'm confused.
