It regenerates faster than if you were not meditating though. There is a slight difference but it does help to use the skill.

Solomon, I think I grasp what you're saying. Something like mini-events, where perhaps certain NPCs spawn and die.. Or come up to you and tell you certain things as they're happening. And then maybe even get smoked my a monster in mid sentence.. lol.. That's quite a bit more than what I was thinkin...

Actually, this is quite possible. If you were to simply make an instance (exact replica) of the area you are using (i.e. a dungeon) for only a specific player then you can make it so only that player (or group of players) are allowed to be in that location.
