Provo problems in Fel trinsic

When I am in Fel Trinsic, for some reason I do not gain provocation there. I have received gains in discordance but not provocation. I went to the Trogladyte cave and got one immedietely and also got several gains when in Fel Britain. But in 3 days of trying in Trinsic, zip , zero, nada. Has anyone else experienced this? By chance, is this intentional? Or am I just being unlucky in Trinsic?
