Yes, the final gem of completion that you get is still tradeable, as well as the artifacts that you get from it.
I have just ran a query on the server to check, and yes none of these artifacts are bound, and none of them gems of completion either.

A disclaimer: Anything in the game can change at any time. Though, I think the book on the GoC is now closed.

Nice, thanks for the verification.

I think that that is a good change. Do the GoC items that are account bound have a tag or soemthing to show that they are untradable? Or you just cant physically trade them/put them on a vendor?

You cannot trade a bound item on itself, though if it's in a bag it still goes through - it's something that I still have to fix to avoid confusion and pages. It's still possible to drop it on the floor and for another player to pick it up. You can't put it on a vendor. I will also add so that they show a text like "Bound" when you hover over it.
