If you looted a sword that had the following attributes, what stats would you add to it to make the perfect weapon? Would you layer it into a bow? a hammer? I would like everyone to describe what they would spend the leveling points on and why, to make this the most effective weapon that inflicts the most possible damage

Hit Lightning 58
Hit lower defence 58
Hit Life leech 58

I think "perfect" is a bit of a stretch for any weapon. I, for example, prefer to have three different types of weapons for different activities. I have a black staff (i.e., whirlwind) for mobs, a powered up yumi w/mana leech for unlimited ranged armor piercing, and a jack sparrow for one on one combats because it slices, it dices, it...yeah. Anyways, make the weapon based on your favorite play style.
I would suggest 40-50% mana leech for specials like armor pierce if you have trouble with your mana reserves being wiped out. But that may be too high of a value. Stamina leech is another good one. And the leeches are cheaper (3 spending points) as opposed to the direct damage spells (4 spending points).
Other than that, I'm sure many vets can help you craft that weapon. Or, this can turn into a screaming match about which weapons would be teh most perfectz.

Also Damage Increase starts to become somewhat of a wasted stat after a few relayers. can only have 100% total Damage Increase from all your items.
Stam leech is good but not great because of divine fury

The DI is essentially useless. Other stats on it are good.
Simply put a Yumi or War Hammer are the 'best' weapons for ranged and melee (armour ignore and crushing blow, respectively). That is if you are flavourless and got no style =P. I like to try and mix it up a bit with other specials. Double axes are nice, Halberds are good.
Best wep would be (IMO): 58% lighning, 58% fireball, 58% mana leech, 58% stamina leech and then the 5th stat depends on whether its a melee wep or a ranged wep. If it has whirlwind then 58% life leech (as its actually relevant, unlike on a bow) or Harm, if it is a bow then you want 58% HLD or HLA.
On a bow life leech is pretty much useless if you can use bandages since the lifeleech will almost never gain u anything (bandi too fast) whereas if you got lifeleech on a whirlwind wep and getting ganked by a lot of enemies the lifeleech can actually heal between bandies (your hitting like 8 enemies instead of 1).

it really all depends on your gear. you should always match a weapon to what your gear is capable for. let's say for instance your at di 100% now you wouldn't add di to the weapon right? let's say you have everything maxed. sdi, di, regens (all) etc...
if you have all that and 220 dex. then i would say...strictly offensive. 2 points in life leech, 2 points in hit lower defence. leave hit life leech alone as no real biggy because of vampiric embrace, di already said was maxed i'd leave it alone. i believe anything with life leech would be good for melee weapons, but i know some peeps who use it for bows. i've alway thought bows were used from a distance so no real need for a life leech. personally i like halberd because of their base damage and whirlwind. i also like the secondary specials. (some damage is better than no damage). you can re layer it into a 1 handed halberd so really not that much of a use for a hammer-plus i think it does more base damage.
i'd add: hit fireball for extra damage. (50 pts)
i'd add: hit fire area damage for the runner is larger mobs. (i'll see you on friday and i'll show you why.) (50 pts)
i'd always add str and hit points bonus. (8/8 pts)

maybe some HCI: to boost your chance's of hitting. (45 pts)
