I have always Skara Brae and Jhelom, but there is absolutely no incentive to go there besides NPC escorts (which I then go right back to Britain again). Perhaps there could be quests that appeal to both new and vet; some custom-built places/buildings in these cities, rentable houses inside of them, etc., any ideas?

There are soo many other quests and other random things to do, there really is no reason to have quests in such un-visited places.
-Not to be rude, but it's true. You have GoC, Solen matriarch, Ambition solen queen and numerous others on the shard. Can't have everything; otherwise there'd be no reason to leave tram!

Actually, I like that some towns are abandoned. Take Maginicia for example - I do most of my business (ie. trading) there since there is no one around running to and fro, practicing their magic skills, trying to sell me something or 100s of other things. Peace and quiet. On the other hand you have Brit and the lag-monster called TC. Choose wisely.
And also - different towns get featured in events sometimes. I remember last year's Easter Egg Hunt was in Vesper, Skara Brae and Nujelm. And it was fun, since I never explored those cities - had I known them like the back of my hand I'd miss out on some of the fun of that event.
