One this server implements the system pemium account?

I'm not sure if I'm reading your question right.... but if you're asking what I think the answer is "no". There are no premium accounts on Excelsior. There is however, a donation system in place where you can donate to the serve and get Excelsior Dollars in return for some nifty stuff.
