Tracking Skill Gains

Every guide I've read says just use the Tracking skill and you'll gain. I'm not finding that to be the case here. Can someone point me in the right direction?

Works fine here. I have 26 tracking and just got a gain.

Go to a town, track a human npc near or cat dog etc , but not right beside you, perhaps behind a door rinse and repeat

You can't get gains from the same target twice, I made a macro that just used the skill again and again and ran it while I was hunting as the targets are constantly new.

i usually track balron now im at 59 tracking.
