way before my time but ive seen a few items like that with similar but different names. must have been an old event like pre 2011 cuz newer events had safeguards to prevent players from keeping items used for the event but not meant to be kept. wish i had more info on it.

while searching forums for more info on an old snow globe i ran across a post for the 2011 winter event hosted by +mocha and in the rules posted for that event i found mention of gems used in that event to record kills. the gems came in three levels and finishing the quest gave a reward based on the difficulty of the gem you chose. search forums for "Winter Holiday event!" and you will see a thread started by +mocha for that event.

That particular one Tribecca has I think it's from a Great Hart Hunting Quest Event circa 2010 maybe. Pictured below are the 3 collectors from 2011 Winter Event (note the diff amount required on the advanced collector):
