Excelsior

Okay, so I was just looking around doom, seeing if the Titans hammer is just plain stealable or if I have to do a puzzle like with Inquisitors Resolution, I came across this. Can anyone explain how to open these? I tried lockpicking, with 120 lockpick but it says "The lock can't be picked by normal means."

I've looked all over the wiki and stratics but I am either blind, can't read, which both are possible haha, or this is something custom.

Any ideas what to do?
