Suggestions for Capture the Flag

Hello! I'd like to throw out a suggestion or two for the capture the flag game. I participated tonight and found it a little underwhelming due to a few reasons, which I hope will be seen as suggestions to improve things in the future.
1) There was an issue with enemies raising at a base not of their color. People would simply rez immediately outside of our base and turn around and destroy us. It would bring too many enemies all at once back at full health. If they can rez immediately outside a base not of their color, it shouldn't put them back to full health. Perhaps it could put them back at their base, with full health, no matter where they rez?
2) There shouldn't be able to be more than one flag of a color out at a time. All three other teams turned against us and we couldn't do much of anything as they took our flag one after another. If only a single flag of a color could go out at a time, but a player could pick it up (same color as team sent it back to base, any other color picked it up) it would be more against each other instead of a possible gang-up, and a bit more like a traditional capture the flag.
It's only a suggestion from what I saw and played, but thank you for running the event! ^_^
