The Collector Quest

Is this quest turned off or am I doing it wrong?

The wiki says to talk to Elwood to start the quest but he just gives me the message below and no quest is started, any ideas on what I'm doing wrong?

All my quests on each page of the quests menu shows completed.

My quest log showed them all completed, but I had to single click my self and cancel quest, i guess there was a buggy quest hanging on to me.

Not a buggy quest, just an old-style quest that uses a different system.
