So I was just rewarded one of the holy grails from tailor bodding I suppose - are these much in demand? Could i get a general price check and nod toward what they are used for - do they start the base for a relayer, go on as-is in the shirt slot, or just sit around as deco for bragging rights, etc?

Yes and no. They sell (because they are really useful), but more often than not it takes a while because they are expensive (there's not many of them on the market). You can of course speed up the selling process by significantly lowering the price but someone would probably buy that shirt only to resell it for more monies.

As-is. AFAIK this is the only shirt slot item with stats (apart from relayers of course).

Yeah. Numbers below might be wrong but they are the highest I've seen so far.
Random HP (up to 12?)
Random LMC (up to 20?)
Random LRC (up to 15?)
Bonus STR (I've only seen +8)

Str 8
hits 5-12
LMC 10-20
LRC 5-15
