1. I have 95 tinker skill but still cannot craft plat lock pick. What skill is needed?
2. I read up on wiki said lock pick up to 140. How do I get to 140?

buy the 120 lock picking power scrolls + cap, leggings, arms and tunic with Lockpicking Bonus +5 gear

thats how the market goes, it requires time and materials to reach the skill required to craft those items. if you can find a way to save gold, lets say check [exex and buy plat ingots for 59gp each then ask some players to craft you some lockpicks or max your tingkering skill.
