Winblows10 update and steam crash

about 30mins ago cant revert it says more than 10 days ago

any idea ?

Redownload the dll file, and drop it back into the folder.
Maybe re-install UO steam to another directory, then copy and past the dll file into the real directory.
Otherwise, I could put the dll file in a drop box for you to download.

I have tried both these also another win10 32bit

just before I installed qt5network.dll I got this error which it also does after
