Exchanging Normal Tailoring BODs for Exceptional

I am not sure if this has been considered, but here goes...
I have a lot of normal tailoring BODs that I would like to exchange for an exceptional one of equal type. Is there a way to pay a fee to do this?
Example: a 20 normal boot tailoring BOD for a 20 exceptional boot tailoring BOD.
I would gladly trade the BOD and pay a fee to exchange it.
