21% LRC ?

First time I have ever seen a piece with higher than 20% LRC.

23% is the max on looted items. It's the 58 or "overmax" number for LRC, like 18 is for resist, 35 for SSI, 58 for weapon hits, 115 for luck, 4 for FCR etc etc. I've looted hundreds of items with 23% LRC.
