im not able to enter sanctuary im gonna there and cannot pass iron fences, looked everywhere around the fences found nothing. Last night im tried to enter blighted grove just gone the huge tree and i cannot enter just tried with collector box (even im not interested collector quest) came same result. im wonder how can i able to enter these dungeons is there any restrictions?

Wrong facet probably, heh. They are only accessible in fel.
