When turning a leveled weapon into another layer item, there are a few things to know:
1.) You cannot continue to gain XP on that weapon/item. Maybe you can buy a +10 levels deed and apply it with the help of staff, but I am not sure.
2.) If the slot you are layering to typically does NOT incur damage or does NOT have a durability, it will not lose durability. I have a few items with a visible durability that are layered to slots that typically do not have items with durability (A.K.A. robes, jewelry, cape, shirt, etc...) and they haven't lost a single durability point since being changed to that layer.
3.) As far as transferable attributes, general rule is that if you have never seen that attribute on a piece of jewelry or armor, then it will not transfer to the new non-weapon layer. The following will not transfer from a weapon to a new layer:
A.) The damage range (e.g. 6-12)
B.) The weapon range (e.g. Range 8 for crossbow)
C.) The weapon speed (e.g. weapon speed 53)
D.) The elemental damage ratios (e.g. 50% physical, 30% cold, 20% energy)
E.) The "Hit" attributes (e.g. Hit Life Leech, Hit Lightning, Hit Physical Area, Hit Lower Attack)
F.) The Slayer attributes
Note: While these attributes do not carry over, they will still be seen if you hold your cursor over the item, and I think they are also included in your status window. So, the weapon damage range MAY be added to your overall damage range when the item is equipt, but it will not actually incur the added damage. From what I understand from talking to staff, the only slot that truly recognizes the damage of a weapon, is the weapon slot...
Another Note: While Spell Channeling is pretty much worthless on a shirt or a robe, you may want to consider the value of layering a Spell Channeling weapon to a shield slot if you eventually want your shield slot to have a layer changed item.
And to answer your last question, I doubt there is a "refund" system or policy for points spent on attributes that are not carried over. So, spend your points wisely...
