I guess he is leftover from some quest. Now abandoned and forgotten. It's sad really... We all should visit him more often.

The Champ Spawn Alter that WAS there Years ago was Rikktor

Originaly when Ilshenar was first released all champ spawns were there, it was only later that they moved them to felucca to promote pvp

The Berserk dude near Covetous is left over from a staffer event I know that much. If you search the forums there is information about him

but if you search the forums there is NO information about Lavrion.

He was part of the Dying Woman Quest which was abandoned a few years ago. The house in the corner of Excelsior Halls had a "so called dying woman" who asked you to go gather some items for her as a dying wish. It involved Lavrion, The Citadel, and a cute little bunny called Travinga which you used to be able to visit long after the quest was turned off, but no more.
Lavrion's duty was to send you to different areas where you encountered the Monty Python Bridgekeeper and of course that little bunny (Travinga), with nasty teeth. Travinga was accessed by dropping those removable benches outside Travesty's altar and placing them into a barrel opening a gate in that little vestibule just before the altar on the right.
