WINDOWS 8 RAZOR PROBLEM

windows 8 will not let me download razor. the only download link runuo has is a Microsoft .NET Framework 4.0 download. I understand that it has to download that then puts a razor icon on my desktop. I get that. the only problem is it doesn't get that far. it says a newer version of Microsoft .NET Framework 4.0 is installed and only gives me a option to close, NOT proceed. im stumped. any help would be awesome.

Happened to me too. On the download page there are 2 links, one for framework and one for razor. They put a border around these links and that makes it look like a single button, so i'm sure a lot of people click just the top link thinking they were clicking a button but really you need to click both lines of text individually.
