There should be one on my vendor, in Makoto Zento. She's on the North side, wearing green/black and the display item in front of her is a repair deed. Store name is also Repair Deeds.
Look in the boxes on the vendor, the anvil deed is in there, along with other blacksmithy-related stuff.
