some special items recuire a recipy (for that specific item) to make.

they can be found on Peerless monsters like Dread Horn and The Travesty. (and presumably the 4 new ones, which are posted extensively on the forum.)

if you're hellbent on having an elven quiver, i can make one for you and place it on the vendor. (they seem tosell well for 5K a piece )

Is it a one time deal or do you need others to make more quivers?
