I get 3 str points in 2 hours doing tinker tools with tinker tools xD i think its a bug or something the Dex dont up (sorry for my english)

I think you have a chance to gain any stat with any skill. The primary is most likely, the secondary is second most likely, and the one left off can happen, but is least likely.

If you are trying to gain dexterity be sure to lock both intelligence and strength so that you don't gain them while trying to gain Dex. The stat gains are once every 15 minutes on this shard.

Perhaps equip a training dirk of archery and go at a trainer over night

Actually it's a bug, but in the wiki, not the game. Increase chances on Tinker are:
"Stat ± Str:5% Dex:2% Int:3%"
So you basically have the least chance of gaining dex off tinkering.
