To access this new area, go to the deco room and then south. There's an opening in the wall between the benches and the wells that leads to the patch deco room. This area is broken up into mini rooms/spaces and all the items on display in each section are sold on the stone. In most cases, only one direction is displayed (to save space), but both directions are sold on the stone, if they are available. If only one direction is sold on the stone, then only one direction exists.
To access the specialty items room, enter the patch deco room and then head east. The specialty items room is broken up into 4 sections. Each section has an NPC who will give you a mini-quest to do. You will collect various resources, and then return to the vendor. DO NOT TURN IN THE BOOK UNTIL YOU ARE READY TO SHOP. You will be IMMEDIATELY moved when the NPC takes your book, and you will then have 15 minutes to shop on the stone. If you log out while in one of the restricted rooms, your character will stay in-world for 30 minutes. Your ticket will expire and you will be moved out, then your character will go offline. These mini-quests are repeatable as often as you like. Please be advised that you will not receive ANY refund if your book decays, you turn in your book before you're ready to buy items, you delete your book, you exit before you're ready, or any other 'user error' issues.
I'll be keeping an eye on everything, if I feel some things need to be changed or removed, I will do so. Not all items will necessarily stay in this deco room forever, and prices may change at any time. If you notice any issues with any of the vendor stones or items, send me a page. Please do not send pages for "there is no south direction of this item" or "I purchased the wrong item".
I hope everyone enjoys these new patch items, I've had them earmarked for this for a long time but I was waiting for coli to have time to make the vendor stones. Once I got promoted to admin I was able to modify vendor stones, but I never really put 2 and 2 together that I could do this myself now until the other day.

Edit 2/3/2014: These deco books, which expire after 7 days, will now poof after 8 days to prevent additional confusion regarding their "no longer valid" message after expiration.
