Spell fizzle sound in lord of the rings movie

Could be any aligator sound sample, but just feels like the same as the spell fizzle sound!

When I saw this in the theater I leaned over and told my wife somebody fizzled a spell
She had no idea what I was talking about.

I think there was also an American Dad episode with a scene with a crocodile, or lots of crocodiles, and there was the same sound.

Just the other day I was reading someone mentioning the same/similar sound effect in Red Dead Redemption 2.
Apparently Origin used a lot of public domain sound effects in UO.
