Loki, you can find information about the GoC = Gem of Completion on the Wiki... it's under quest "The Mage Inquisition Quest".
Basically you collect some 'special' items from the peerless and some mobs in that area, once you collect the items you will receive a gem for that particular area (e.g. sanctuary gem or gem of sanctuary) after you get all 6 gems you will receive the final GoC which you can trade for one of the powerful armour/shield.

Word of advice when you add the last item inside the gem collector (which you get in a room at the Excelsior Hall, just say the dungeon you want to collect the items from... e.g. bedlam, sanctuary, parox....etc...) make sure you have the collector in your bag and if you have any pets out... shrink them! I made the mistake of putting the last item and I was teleported without my pets to the room where you exchange the collector for one of the gems! I had to go back and get my pets afterwards!

Be prepared...be very prepared since I believe these are quite tough mobs that won't relinquish their items so easily... I have already tackle 1 of 6 gems with help of some players and I can say that some are bad and some are VERY bad

If you got more questions feel free to pm me when I am online... cu in game!

your being lazy. it is in the wiki

http://www.uoex.net/wiki/Collector_Items

that shows you all the dungeons and all the monsters you have to kill. plus, it tells you what items you need for each dungeon/gem.

It can suck (but also be pretty entertaining) to go into a new GoC dungeon blind, not knowing where exactly you need to go and what to expect from the mobs you will encounter. Insure everything, make use of a bag of holding, if you have one, be prepared to have to use the stuck feature and even the res, corpse, and pet stones at brit bank.
Find someone who knows their way around to give ya a tour. Considering the value of GoC gear, it might even be worth paying someone to help you through your first time.

You'll need ONLY FOUR THINGS to fully understand the Mage Inquisition Quest:

http://www.uoex.net/wiki/Collector_Items (Items and names of the dungeons)
http://www.uostratics.com (where you can read and find out about what you require to kill monsters, how to get to the dungeons, what drops what, how long it takes for something to drop/respawn)
http://www.uoguide.com (If you can't find it on the Stratics you'll surely find it here)

and last (not really a link) http://YOU'LLNEEDALOTOFPATIENCE.com (cause for real, it took me two years to get my 3 parts of the armor :P)
