I'm stuck at 95.1. Ive been dungeon crawling unlocking all the chests I can, and have yet to get a skill up. The lone .1 was from a treasure map. Ive heard something about prison camps, but I have no idea where to go.

You are correct. At 95 and above you must do the prison camps or treasure maps of level 3 or 4; the dungeon chests will not give any gains for you. There are rune books going to the prison camps located in several of the public rune libraries; that is probably your best bet. Once you get the 100, you can do level 5 tmaps and paragon chests.

Only rune library I know of is the OMGmall and they didn't have it.

Rune Library in Malas Mooktown has a book with Prisoner Camps. House next to the fountain.
