Public Plants

I know this has been asked, but I just want to clarify.

There are no public plants? No place I can gather cotton or flax? If I want bolts/cloth I have to buy them (or buy cotton), or plant my own cotton/flax in my house?

That makes tailoring a lot more expensive.

What was your answer? I see tons of flax plants but no way to harvest them.

you can buy the seeds from farmers, and plant in public fields.. only the person that plants the seed can harvest the crop. Lots of free space out there if you look for it.. LOOOTs
