then I'd add 1 to either lower defense or one of the leeches = 3
and then you have 28 points left so you can spend 7 attributes on the fireball/harm/lightning. lighting/fireball at 49 maybe and harm at 47?
I would not add dex to a weapon as you will cap it with relayers and its going to kill the value for ever reselling the weapon to stubborn people like me (assuming you ever want to sell it). I suppose this depends on your intentions (area or direct damage wep), but I would add 20 SDI, 8 STR, take the spells up to 50 or whatever you can max them out at. I look at any weapon in terms of maximizing damage output as its best utility. As a result, I never add something like HPs or regens, partcicularly regens because you will again cap them in other ways. However, STR adds to your damage output and gives you an HP bonus on top so I always add that one. Good luck to you.
EDIT: One other thought. I wouldn't add more to leeches or other props as with a whirlwind wep you will be leeching more than enough. However, if you're turning it into a direct damage wep, this wouldn't be as bad (I personally wouldn't add anymore, but that's just me).
