Witches' Apprentice Quest.

There is a definite problem with this quest. I've done it before with no problem. For 1 1/2 hours i've tried tonight, but each time i get a map that doesn't work, and yes, i'm getting the right maps matched up. So far tonight i've got 2 map #9s and who knows how many #12s. on both, the flute does not work.please let me know what's going on.
