Uzeraan's Newbie Quest

Hello, I'm going on three days into playing and am loving it so far. My only frustration is with Uzeraan. His guards prompted me with a quest, I accepted but when I went to speak with Uzeraan he simply dismissed me like the newbie I am. Anyone know what his deal is? I cannot see the quest when checking the quest log so I'm not sure what he wants from me AND I think he is somehow blocking me from doing the rat quests from Joe (located in the newbie dungeon). I completed Joe's quest, ran into Uzeraan's guards and accepted that and now Joe is ignoring me too! Any ideas and/or help would be much appreciated!

single click self and click quest log, or something like that. Can cancel unwanted quests.
