any gm or player could tell me whether or not lower mana cost affects primary and secondary weapon mana use?

i thought it did. thank you very much.

i'm trying to get a good suit of armor made so i can use the primary weapon with little or no cost. with lmc and mana leech (60). the cap for lmc is 40. ugh that's a little low. ah well like we say in poker...some is better than none.
