Where is Finlor the Sea Captain?

Hi All,
Trying to do the quest, Master of the Sea and it says he is in Jhelom at the tavern, The Horse's Head but he is not there. Can you help me as to find out where he is?

He is in the southeast corner of custom:Excelsior Halls

i think blaze has a public rune library with that quest in it. then again it's another quest i have not yet done. never really interested me.
don't mean to hijack this thread but it could be extremely important to know about those sextants

you can do this quest only one time. if you sell it and can't re buy it back from that said person....you lose the chance getting another one, unless you scam someone into selling you one.
is this true?
long quest for a single item (which should be account bound or repeatable)

ps. if they have fixed this then nvm. the person told me this in an email, from 2 years ago.
