about tailoring skill up

Hello, noob question
My tailoring skill is 100 now.
I bought 110 tailoring power scroll and used.
I have tried to make Cloth Ninja Jacket (about 70　pieces)
but skill did'nt increase at all (not 0.1...)
I tried also made oil cloth (about 60　pieces), but it was still the same.

bug...? or something I missed ?
anyone pls teach me...
