Infectious Strike / Item Change Project

Is this possible and if so - what would it take to do it. I want to make a "Sword of the Stampede" level-able then convert it to a "Double Bladed Staff" so it will have Infectious strike ability. Will doing this allow me to add a poison potion to the weapon and use the Infectious strike ability? This a purely for RP weapon project.

1. I have the sword
2. Have enough Tokens for Level Deed.
3. (Need a 500 ED relayer) ??? Please say no...
