won't create an account

trying to create an account to try the shard out. I type in a username and password, and it sticks on verifying account, then tells me connection lost. any help would be appreciated!

Maybe try a different username? The one you are trying may be taken

that's strange. we would love to have you. this shard is very nice. if you read any of the details about it you get an idea of how awesome it is. keep trying! its worth the effort!

I've tried a few different usernames and passwords. it let's me pick the server, then sticks on connecting where it should send me to character creation

Try this
open the login.cfg file under the directory where you installed the game ( mine is in c:\program files\Ultima Online - Excelsior Shard)
Open the file using notepad and make sure is has this in there:
;Loginservers for Ultima Online
LoginServer=shard.uoex.net,60
