Good day, I have a problem - my RoE do not give me a proper resists, in fact, it gives only 2% of cold resist. What seems to be the problem?

P.P.S. Erm, suddenly found, that any other clothes gives me no resist at all. I'm confused.

No worries, its not a glitch. When you train up your Resisting Spells it will increase your 'natural' resistances to 40 (42 at 110 skill, 44 at 120 skill I think). This just means that your resistances will never go below this amount, but the resistances given by your equipment will not stack onto it.
So, for your example, if you take all of your gear off, your resists will be at 44 - but you won't notice a change in them when adding equipment until they go above 44.
