0.00% chance of making?

Hi

Looking at making a mobile forge. I have the 100% in smith, tinkering and mining but still have 0.00 chance of making one.

Anyone know why? I cant see it being because I dont hold all the required equipment yet so am stumped

You need to purchase/win some powerscrolls to raise your crafting skills to 120.
I think, even then, you only have a 50% chance to make one... maybe 60%
