No and... no, I guess. All talk is handled by global chat and teamspeak. If need be players can also use the (forgotten) in-game chat as well. I don't see a reason for an IRC channel.

I'd be all for an Adult IRC channel. Somewhere we don't have to watch our mouths.

I'm thinking that anything 'officially' EX would have to follow the same rules - just look at TS. An 'unoffical' EX channel on the other hand could have no restrictions. Forget about the "Approved by +Colibri" stamp though.

Last I was told by staff, TS does not have the same rule set as the server. Nor do they police it. If issues begin to pop up regularly on TS then staff would start policing it. You can pay for a channel, which is 500k for 3 months or you can just create your own temporary channel that will go away when you log out.
