Crafting Tools

Hi all newbie here 2 days old.
I am having trouble finding items I would normally buy from the NPC vendors.
Where can I buy tools for crafting such as picks, shovels and things like that?
I read something about a mobile forge under tools for the Trade but it does not tell me where I can purchase one.
I think the idea of the shard is to buy the items from players which is great.
I have looked around 2 Town centers buy they seem to sell the craftable items and higher end weapons and armor.
Any help on where to locate the items are appreciated.

I bought the shovels at the miner and craft the rest with tinker.

go to ILV shops on world teleporter. there is a vendor in lower left corner that sells all the toolhouses, keys, mobile forge and anvil, and high use tools.

The left corner ILV!! I didn´t remember where I saw him!!
