Last time I check player vendors were run by players, hence the word "player". How is adding an upkeep helping players?
If you choose to mine ore to make money as opposed to say killing a balron that's up to you. a few hundred gold vs 4-8k in the same amount of time playing.

Actually there are quite a few of them.

3. Yes, and if he has that big of a place 850,000 gold per month is chump change. That's 2 champs worth of gold.
So just because I have a house that cost 100mil to acquire the plots, join them and develop them means I have tons
of gold just laying around... right. Let alone someone who has 5x's the house that I do.

4. I've been on the shard 4 years and know exactly how much Vets help. This isn't an effort to bash anyone. View it as a small investment instead of viewing it as someone robbing you.

5. Vote for me for what??? This isn't a Miss America contest.

6. Yes, because most prices on resources are lower today (deflation) compared to 2 years ago.
Good, lower price are BETTER for new players who cant afford expensive prices and don't want to be mining all the damn time. You do recall being young correct? Main goal of all young players is to make enough gold to buy a decent house furnish it and get some gear, lets force an upkeep surcharge on their new house!

Lastly, yes...some may go out and mine on their own. But many will also not bother and waste time so they will ultimately end up buying them.

And this helps only the new players that can't fight, or do anything but can mine ore and chop wood?
So all 5 of them.

People mine ore to build CRAP not to sell ingots and the ingots worth mining, smelting and selling can't be mined by newer players anyways. So you are helping 5 people. You want PRE-AOS OSI with a skill cap so you need others to make your gear, fix your gear, purchase potions from so you can go out and fight for those who chose to beat their swords into plowshares. This isn't that place.

Nobody said anything about a skill cap. There's plenty of players that mine to sell ingots. I see newbies mining all the time and they sell the ingots. You don't need much in mining to mine iron ore and smelt it. I don't know why you keep trying to find excuses to justify your position. One of the downsides to many vets is the lack of interest in change unless it directly impacts them in a positive way. If you want the shard to be healthy and survive you need an active and growing player base and you can't do that by thinking about your own pocket all the time. As I said, view this as an investment instead of as just an expense.

Don't get me wrong, I think doing something to rework the resources is a good idea, taxing houses is not it in my opinion.

You want players to be able to be able to sell resources at a reasonable amount you must get rid of all resources on [EXEX.
Wood, ingots, reagents, trans powders, etc.
One idea off the top of my head (may not even be a good idea)

Create a donation box/stone (spring clean up type thing) to allow players that have hoards of resources to dump them for reward points. Those points are used to get new deco items, limit them to be able to select each deco item only once, so they have to dump more n more to get others. Yes, those who have zillions of resources will get the top tier decos, but they will only have one of each and less likely to sell them....rewards are only deco, NOT GEAR in an effort to help prevent the rich n powerful from get more powerful.

This will give people a reason to dump the resources. with a large portion of hoarded resources now gone from the game and now no means to buy the resources in bulk except from NPSs and player vendors, then and only then can players have a means to earn some REAL cash selling them.

This is will also get people out exploring and doing quests that they have long forgotten about. Ant quests, for trans powder and bags of sending as an example. They can sell these back to the player base on vendors. Bulks regs will be diminished allowing players to sell regs if they choose to max out the NPCs, potion kegs will once again be a thing for sale to keep the beekeepers happy.

With a skill cap in place EVERYONE can be everything, thus you have no specialist mules left. We can all be gods at everything.
Mules drove the old school economy.
I'm not finding excuses to justify anything, I'm stating forcing a tax cuz that's what it is to rid the word of stockpiles of resources is not the best plan in my opinion. Fixing the economy so we have mules again is a good idea, this just aint it.
