I feel the need to interject a bit more....I truly believe that consideration or lack there of can be universal. I have seen both older and young either be very considerate or just the opposite. But it is something no matter where you go you will have to deal with.

You are of course, quite correct. It is however nice to dream of a place where Consideration of others is the norm, rather thant he exception
