Excelsior

I'm having issues getting this to work on Win8. I've done every possible step multiple times and am not getting any results. Please help, this is not my first time changing a hues for uo and I've never had problems before. So Im thinking its a win8 problem

any staff advice? I've tried everything listed on the site and tried multiple solutions given from players in game. I've even tried running the client with earlier windows compatibilities, and full uninstall/reinstall.
